Compare Chief of Staff and operations-manager roles by scope, decision rights, recurring responsibilities and success measures, not title alone.

Two jobs can share half their responsibilities and still be different jobs. Read for ownership, not just the title.

a16z's Chief of Staff hiring guide emphasizes that the role changes with the executive and organization. It also warns against using a Chief of Staff as a substitute for a functional leader. That is a useful distinction, not a universal rule about every operations-manager role.

Look at the centre of the work

Does the role support one executive across priorities, communication and cross-functional decisions? Or does it own an ongoing operation, process or team? Either can be strategic. Neither is automatically more senior because of the label.

Ask what happens every week, what decisions the person makes and what they are accountable for when something goes wrong.

Compare four things

Add the reporting line, direct reports, access, compensation and expectations about the role's future. Do not assume these from a generic career guide.

Watch for blurred responsibilities

A role that says "partner with the CEO" but assigns no access may be difficult to do. A role that says "run operations" but grants no decision rights needs clarification. A list of every unowned task is not a clear remit for either title.

Atlassian's roles-and-responsibilities exercise asks teams to surface gaps and agree owners. The same habit helps when comparing job descriptions: name the work first, then check whether the role has what it needs to carry it.

Choose for the work you want

If you are applying, connect your evidence to the real responsibilities. If you are hiring, define outcomes before choosing the title. When a role mixes both kinds of work, say so and agree which takes priority.

The useful question is not "which title wins?" It is "would I understand what I own on the first difficult Monday?"
